Where firefighters come to talk training

I am looking for information that other departments use for Medical Standards on Rehab at fire scenes.  We all know that firefighters operating at fire will have higher than normal blood pressure and pulse rates.  The question is does anyone have a standard as to what vitals are too high to leave Rehab and return to work?  If so what are these standards?  Do you know the reasoning behind setting these particular limits.

We have a policy of a 2 Bottle limit , Interior FF's must report to Rehab once exiting the structure after their first which in monitored by the Safety Officers , one in rehab they are take off their turnout coat and have BP taken and their pulse which is recorded, the stay in rehab for 15 to 20 mins and drink either water or gatorade. They are then released to staging for reassignment. If their BP is high they are reffered to EMS
