Anyone know what the kelly tool is???????????????
The Kelly Tool preceded the Halligan Bar. It was invented by Capt John Kelly of the FDNY and was used for forcible entry. It had an Adz end much like today's Halligan, but the other end was a chisel. Paratech makes a "Kelly Tool" that looks like a Halligan without the Pike end.
Can anyone post a picture of said device?
Thanks. It is similar to the Halligan, which I have had opportunity to use.
I have an original one we bought a 75ft mack tower ladder from F.D.N.Y in 83 and when we sent it off for referb the chief threw the old hand tools to the side .. also got a old pro bar type halligan that came of that unit

Can anyone confirm if the Halligan tool was invented by a Port Authority of New York and New Jersey Police Officer by the name of Halligan?

The last one I saw was when I was 19 on an old 1987 Seagrave open cab ladder truck my volly house ran. I do not think they kept it on the new one when it went in service, but that was 10 years ago almost so I am not 100% sure

Still in use...NYPD. Not sure of any departments that use exclusively.
