"I'll start with my opinion that departments that want to add EMS on their own usually seem to fare better than departments that are forced by the elected legislators to start doing EMS, at least within my personal observations.
With a Volunteer Ambulance Corps 1973-1996, overlapping 5 private non-911 provider ambulance services, then overlapping 1985-2010 with municipal EMS (1985-1996 NYC Health and Hospitals Corporation EMS, 1996-2010 FDNY EMS Command). Retired October 2010, EMT "cert" good through 2015.
