Where firefighters come to talk training

I'd like to pick your brains on promotional processes. What components does your department use and are they effective? What is the "satisfaction" level among the rank and file regarding this process.

We use a 5 part test:

Written
Presentation on a given subject
Fire ground scenerio
Disciplinary action scenerio
Personnel problem resolution scenerio

Each part counts for 20 points. I thought it was a fair and challenging test when I made Lieutenant, but I would like to see points given for education and experience. We keep the promotional list for a year and then test again when needed.
