Where firefighters come to talk training

The department that I am on only allows 3 personnel off per shift for vacations, personal days, school, etc. If more than 3 call off, then a call back situation goes into affect so our staffing level stays the same. Most of the year, we have 3 people off. Right now, our department and local are trying to come up with ideas how to FAIRLY let our personnel go to outside schools. Any ideas or suggestions would be great.

Yeah at the beginning of the year we do vacation picks by seniority. Then the days that aren't full, anyone can take time off. We get comp days. We don't have paid overtime, so we get a comp day(basically 24 hours) to take as a day off or we can sell it back to the city. So between vacation and comp days the book fills up quick. Doesn't leave time to go to school especially in spring through fall. Right now our department only does mandatory call backs for required schools or classes that are mandated to keep up certs.(Paramedic and EMT stuff mostly).

What if you negotiated an education article for your contract. Ask the city if they'll allow the firefighters off for education leave as long as minimum staffing is maintained. The firefighters can have off for education leave but if there are too many sick outs the said firefighter(s) will have to have a swap for back up. Would that work?
