While the focus of the discussion in the article was the 1001 with a "shout out" to the 1403 I wonder if the "standard of care" for the standards applies equally and universally across the various standard sets? Training, operations, prevention, etc.

Secondarily, IF you have a good, sound, answer for the "if not, then why not" question is the potential for liability decreased substantially? Is it a sliding scale? Does this basically become a Risk VS. Benefit equation?
