What you heard was the first arriving unit or the Incident Commander (IC) telling the dispatchers that they were moving off of the dispatch channel and conducting operations on a dedicated fire operations channel.

"Fire Ground" refers the area where firefighting operations are going on. As an example; No running on the Fire Ground!
