Kelley Stone is the Director of Collin County's new Department of Homeland Security, which combines the county’s Fire Marshal, emergency management, bioterrorism, courthouse security, and homeland security efforts. In addition to creating and managing the precedent-setting, multi-discipline Homeland Security Department, he is responsible for leading Collin County’s threat prevention and emergency response activities. As a nationally recognized fusion system leader, he is responsible for operating the award-winning North Central Texas Fusion System, which supports the prevention, early warning and response to natural, accidental, and intentional disasters as well as providing information to field and investigative personnel. He also chairs the regional fusion system subcommittee for the U.S. Homeland Security Department’s Urban Area Security Initiative.

Director Stone most recently served as the Collin County Sheriff’s Office Major in charge of the Operations Division. During his 31-year law enforcement career, he has also held patrol officer, sheriff’s deputy, field training officer, law enforcement academy instructor, and Drug Enforcement Administration (DEA) Task Force Officer.

A Texas native, Director Stone earned his undergraduate degree in business management from LeTourneau University and his Master of Business Administration from the University of Texas at Dallas. He is currently a doctoral candidate in public affairs at the University of Texas at Dallas. He is also a graduate of the 189th Session of the FBI National Academy, the Law Enforcement Command College, and the Department of Energy’s Advanced Tactical Training Program.
