Captain Charles Flanagan

A 23 year veteran of the Fire Service, Charlie is currently a shift commander with the Winthrop Massachusetts Fire Dept. and holds the rank of Captain. Charlie also is a charter member of the District II Hazardous Materials response team with eighteen years of service. Massachusetts Emergency Medical Technician

Charlie is a 16-year member of Massachusetts Task Force -1 FEMA Urban Search and Rescue Team. Credentialed L-2 Instructor and has been qualified as a Structural Collapse Technician, Safety Officer, Planning Section Chief and Task Force Leader. Charlie sits on the Training Work Group for FEMA USAR and is the East Coast Training Rep, US&R Deployments Includes: 96 Olympics Atlanta, World Trade Center, Hurricane Katrina Mississippi MATF-1, Hurricane Katrina New Orleans Safety Officer for Unified Command Blue IST, Hurricane Ernesto US&R Specialist at Regional Response Coordination Center Region IV Atlanta, Georgia. Charlie is currently attached to the RED Incident Support Team (IST) as a Urban Search & Rescue Specialist/ Safety Officer
With Deployments to Hurricanes: Dolly, Gustav, Hanna and IKE
Charlie has served as Controller evaluator for many National events including MOBEX 2000 in Sunnyvale, California and TOP-OFF III in Connecticut

Charlie introduced Tech Rescue programs to the Massachusetts Firefighting Academy in 1993 and served as program Coordinator form 1994 -2003, Charlie is Instructor for” SPEC RESCUE” International of Virginia Beach VA., and “Safety Solutions Inc”
Of Ocala Florida. He develops and delivers technical rescue programs nationwide, specializing in Technical Rescue and Urban Search and Rescue programs. He has trained students at national conferences, including: Fire Department Instructors. Conference. Fire-Rescue Las Vegas, Department of Homeland Security/ FEMA, Texas A &M University and the Massachusetts Firefighting Academy and Devalle Institute for Emergency Preparedness Charlie has completed numerous National Fire Academy programs and has an A.S. in Fire Science from North Shore Community College.
