New Helmet Standard for Roadway Response

A member of the Lubbock (TX) Fire Department has worked with ASTM to develop a new standard for protective helmets for roadway incidents.

Discussion:  Until now, there has been no standard for roadway specific head protection for workers on roadways.  The impetus for this change was a 2022 crash involving responders from Lubbock.  Responders and program managers should make themselves aware of current and proposed standard changes, including personal protective equipment.  For example, NFPA 1990 is currently in its revision cycle with revisions being discussed in January 2025 with public input encouraged.

CSB Releases Video on Incident

The Chemical Safety Board has released a video on the 2022 fatal hydrogen chloride release in Charleston, TN.

Discussion:  The video reinforces the findings of the investigation into an incident that killed one and injured several others.  Emergency responders and planners should become familiar with the chemical facilities in their response areas, chemical process activities, and emergency actions.  The video and reports can assist in understanding and planning for response to chemical facilities. 

DOL Toxic Substances and Worker Health Board to Meet

The Department of Labors Advisory Board on Toxic Substances and Worker Health is scheduled to meet on October 30, with remote attendance option available. 

Discussion:  The Board meets twice a year and has a focus on workers in the nuclear industry. 

Supply Chain Disruptions Due to Hurricanes

The Department of Health and Human Services has released an advisory on the disruption of IV fluids due to recent hurricane activity.

Discussion:  In addition to IV fluids, other supply chain issues have been highlighted, including quartz used in the making of silicon chips.  Program managers should make themselves aware of the supply chain links in supplies, recognizing the popularity of Just-In-Time manufacturing and logistics concepts.  This allows for the stockpiling of critical supplies and the ability to critical links and develop alternative supply sources that can be activated during critical shortages or delays.
