Bobby makes good points, but as others have said this is not something that requires a new standard, but better training. I many of the classes I have taught on ICS the major problem that comes up is students relating strategy and tactics to ICS. ICS is treated as a function on the fire ground, such as ventilation, search, etc., as opposed to the framework that all fire ground operations are built on. Mush of this comes from a failure to properly train the firefighters and officers in how ICS applies to level 4 and 5 incidents. It has been said many times before that if they can use it on the small ones the use of it on larger ones is easier.

While I applaud the bringing to light the problem that the fire service faces at small incidents with ICS I firmly believe that this can be taken care of through improved instruction and not the creation of another NFPA standard.
