I know you originally posted this discussion some time ago, but I wanted to throw in my two cents. Our department had a policy before the new mandate for the vests was implemented. This is a policy that does not need to be complicated. Ours simply states that anytime a crew is operating at a scene on a street/highway/freeway, the vests will be worn. It is very short, to the point, and leaves little room for question. Is there room for discussion, sure. If you were operating in an alley way or parking lot for example, common sense says.....well you get the point. While the vests will not prevent every accident from happening, I can't see why anyone would take the chance of not having the extra visibility. Having the written policy and making sure it gets enforced is a whole different road to go down. Be a good brother or sister and DTRT!!
