Where firefighters come to talk training

I have an issue of what kind of buttons to be provided inside the lift. As the lift is serving a residential building of 45 storeys. Should there be as many number of buttons as many floors or touch buttons from 0 to 9 will be acceptable from Chief Fire Officer Department.

Also the lift company has asked for openings in the fire rated wall inside the lift shaft between two lifts for air movement, which will allow to increase the speed of lift and prevent the vibrations and noise.

Can anybody give a better solution.
