Where firefighters come to talk training

Does anyone use a safety harness for packing HI-VOL hose on the top of the truck. Firefighters stand on the top hose bed as we back-up slowy down the street pulling the hose back onto the truck. One of neighboring fire departments, a firefighter fell off the truck doing the same operation. The driver hit the brakes too fast and he came off the top of the truck. He broke his wrist and cracked 5 ribs. I think we should learn from this and start using some type of harness. What does everyone think or use?
