Where firefighters come to talk training

Blue Paper?

While working at my career EMS squad the other night we started talking about the beginnings of EMS and its changing traditions. We all know of the 1966 White Paper, but someone mentioned the Blue Paper, a supposed report on the modernization of the EMS system. I had never heard of the Blue Paper and can find nothing about it on the Internet. Has anyone ever heard of the Blue Paper and if so, where can I find information on it. Thanks for any and all help.
