Starting an Emergency Management program for a Tribal goverment

I am looking for some feedback and information from anyone who has had experience with this. I was contracted to do a tabletop exercise for a tribal government. While it did not play out as I had hoped it did meet some of our objectives in determining strengths and weaknesses in their training, ICS, understanding, and Emergency operations plan. What is unique about this government is that it has a service area spanning 5 counties, its members are spread out in the service are and beyond. In addition their property is interlaced in different cities and within the counties. I suspect that I will be doing more work with them but their situation presents many challenges that I would like to get as much info as possible. I have briefly talked to the state OEM and to a few other tribes and this is new to everyone. I have some ideas where I want to go with this but I am looking for any information I can gather. Thanks!
