Where firefighters come to talk training

I am looking to see if there are departments that have policies on what happens if the firefighters cancel a class that they are enrolled in. We have a policy (collective bargaining agreement) that allows each person to receive one fully sponsored class per year. I have had a couple individuals cancel classes and we have been billed for part of the tuition when cancelled within a certain time period. Currently there is no recourse for this and the department eats the cost. Anyone got any ideas?

If they are part of a bargaining unit, the union will protect the members from sanctions.  During the next contract period wording needs to include language to the effect that members owe the department for a class that they no-show for.  I find it hard to understand how that wasn't considered during the negotiations.

In my career Department, if you drop a class, you won’t ever drop another.  In my Vollie Department you would end up paying the department back.
