We have minimum requirements regarding education, certifications and years of service in order to apply to test for a promotion. In addition, the applicant must have attained certain ranks before they can apply to test for other promotions. Each rank has a study list associated with it available to any department employee. The list includeds books, maps, department directives (SOG's) and department policies that the applicant is responsible to know. There is then a written examination followed by an oral board. The candidate is then ranked amongst all that tested. The final step in the process is an interview with Chief of Department. The Chief then uses the rule of threes to promote a candidate. I hope that this answered your question.
