You are probably have to get training made mandatory. Now the way to do this is to change your by-laws to make a percentage of training and other functions a mandatory requirement. Also you can require a certain level of training certification be met to respond on apparatus. Now that is a 2 edged sword because it cuts your responding personnel way back. If your chief can take a strong stance and help you push, that may motivate some of the people. Also remember that I am available to help you with training if you want an outsider to come in and teach something. Just have to give me advanced notice
