What software do you recommend for legally "ripping" video from the internet?

It all depends what type of file you are going after. WM Recorder 11 works well for non-flash, camatasia studio also works well.
There is a plug-in for Firefox called UnPlug that allows you to rip from Youtube and the likes. It does not work on all sites. You then have to convert the flash file to one that you can use. I use Any Video Converter. That is available free from download.com.
