(1) The types of standard evolutions that are expected to be performed and the evolutions that must be performed simultaneously or in sequence for different types of situations<br />
<br />
(2) The minimum number of members who are required to perform each function or evolution and the manner in which the function is to be performed<br />
<br />
(3) The number and types of apparatus and the number of personnel that will be dispatched to different types of incidents<br />
<br />
(4) The procedures that will be employed to initiate and manage operations at the scene of an emergency incident<br />
