From the quick picture of the After-Action Report, it looked like they were doin the same kind of training that the FDNY has been doin recently regarding PPV. The only difference that is evident from this news story is that firefighters were inside.

Not sure of the exact issues here, story from TV news station. Live fire is always dangerous.
