I would agree this is kind of odd, but I have seen this done but there is a final move that would be completed to make it useable for entry into the window.
We have discussed in order to maintain control of the ladder and any occupant that is presenting from the window and that we don't run the risk of the occupant trying to get on the ladder and seriously injuring or killing themselves. We could position the ladder to the side of the window, raise and set your angle, then the last move would be to roll the ladder into the window for final position.

I have seen portable ladders placed near the top of a window on the windward side for the purpose of breaking the glass for ventilation, but not for ingress/egress.
