Where firefighters come to talk training

I was told that it was Bob Quick from FDNY Rescue 4 but I just wanted to see if anyone knew for sure.

I've always understood that it was a Lt. now retired, from FDNY Rescue 3. My belief is it was an unconscious woman who was seen with the old PEV TIC. The large, round handheld Navy TIC. That's the story I got anyway. JF
