Where firefighters come to talk training

Why is it that some Career firefighters look down on Paid on Call/Volunteers. To me they do the same job as Career guys and they are always on duty. I've heard some Career firefighters say that every Department should be a Career Department, some communities just can not afford that and rely on Volunteers. Just wondering what others think of this.
