Where firefighters come to talk training
Scenario #6 MVA with complications
It is 1500 hours on a weekday. It is 72°. Winds are to the east at 5 MPH. You are dispatched to a multiple vehicle accident at the intersection of Jamison Drive and Wheatley Ave. One of the involved vehicles was reported to be a tanker truck. Engine 14 is first to arrive and report that a 5,000 gallon tanker is sitting in the middle of the intersection along with a passenger car (#2) that crashed into it. The driver of the passenger car requires extrication and the driver of the tanker is already out of the vehicle. Another passenger car (#3) that swerved to avoid the accident struck a utility pole that has snapped and fallen. There are several severed electrical lines. There are two passengers trapped inside the second car.
You arrive on scene and notice an unknown liquid leaking from the tanker. You see a placard with a red background on the tanker. You request a Haz Mat Team. As you are nearing the Command Post, you notice students from the nearby school starting to gather near the scene.
1. Once you get to the Command Post, what action should you take?
a. Transfer Command, notify Dispatch
b. Isolate the scene and deny entry
c. Receive a briefing from the Incident Commander
d. Strike an additional alarm
2. Once Command is transferred, what would be the next action you would take?
a. Identify the liquid in the vehicle
b. Move the students back into the school
c. Notify the Utility Company
d. Order Engine 14 Captain to secure a continuous water source
3. What zone would the Command Post be located in?
a. Cold Zone
b. Warm Zone
c. Organization Zone
d. Safe Haven Zone
4. What would you do in regard to the school?
a. Request a Board of education representative to the Command Post
b. Protect the students in place on the unexposed side of the school
c. Request that the Police take charge of the school security
d. Evacuate the school to the rear, coordinate with school officials
5. The power has been shut down. You have ordered the Ladder Company to extricate the passengers from vehicle #3. What would you tell them to do first?
a. Approach from upwind and uphill, stabilize the vehicle,
b. Check the perimeter for victims that may have been ejected
c. Use universal precautions when handling victims
d. Assess the victims’ vital signs
6. What would be the first thing you would do in regard to the liquid leaking from the tanker?
a. Order foam applied to the spill to prevent ignition
b. Attempt to identify the product
c. Dike the sewers in the area ahead of the spill
d. Control all ignition sources
7. The Haz Mat Supervisor has requested assistance in setting up the Decon Area. You have assigned a company to this task. What personal protection would you tell them to wear?
a. Wear PPE that is the same level as those personnel operating in the Hot Zone
b. Wear PPE one level below those operating in the Hot Zone
c. Wear standard structural firefighting protective clothing
d. Wear Tyvek suits

1. C-If there is a command post then there is a incident commander and no need for transfer of command
2. A- Before any operations can start you have to find out what ur dealing with (polar solvent or hydrocarbon, what ppe do you need, evacuation guidelines, etc.)
3. A- command is out of harms way and out of operations being conducted
4. C-police are an excellant way to keep fire personal available for incident operations (pertaining to incident stabilization) if police are available.
5. B-always do a 360 size-up on not only ur scene but each vehicle involved.
6.D-the question does not hint that the product is known. In order to have proper ppe and use any type of foam, u need to know reactivity of product and what level of ppe needed to be around the substance.

Good scenario! Sometimes it's calls like this that come in as something simple and turn out to be something totally different that are a challenge.

7.c I'm going out on a limb here. A red placard usually is a flammable liquid. The techs dealing with the spill might have level B splash protection, but in Decon the biggest danger would be flammable vapors given off by whatever liquid is on the suits. My first concern would be flash protection.

1. C find out what is going on B4 you let go of the first IC. As ranking officer, u r responsible even if u don't assume command
2. C -- nothing can be done until power is shut down. It is the limiting factor that cannot be overlooked

4.D Too much potential risk here -- evac them via a safe area and get them away from the danger
5. C Glove it up first, then take care of biz. There are plenty of 1st responders out there who wish they had done that. Once it is on you, it is too late
6. D If the product can't ignite, half your concerns are eliminated
7. B Only with poison do you wear same level of PPE. I might not be right on this one as there are many out there who know mare about haz mat than me, but this is basics
