-Dave, that's a rather large open ended request. It is going to be dependent, amongst other things, on the goals of the EOC; what do you want the EOC to accomplish.
-Moreover, what are the goals of the municipality it serves, what are the established municipal services that will participate in this "joint command post", what will they bring to the table, how will they communicate, how much money are you planning to spend, etc. Ultimately, the goal of an EOC is to facilitate communication between departments and to coordinate action thru this joint command center.
-The EOC here is a full time city run operation that has a dedicated facility with land lines, cell phones, more than 30 computers/lap tops and internet service. They have vehicles etc...
-Like most large cities, the EOC has a representative from every major city department including police, fire, solid waste, water and fleet. There are representatives from the local utility companies as well as links to state agencies, airports, rail services; news agencies and the national weather service.
-Establishing an EOC is a huge undertaking that should not be relegated to the FD but rather the municipal government as they have the clout and the authority to establish such agencies.

I agree. Prob. looking a little smaller scale and was wondering if anyone had model procedures, checklists and so on. This one looks like I will have to rely and my associates in the other agencies and put our heads together.
